CPT delegation at the Ombudsman’s Office

During its visit to Hungary in October 2017, the delegation of the European Convention for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) (Council of Europe) also met with the Commissioner for Fundamental Rights.

Since its last visit that took place in 2015, the delegation has tried to assess the changes in the law and practices regarding the aliens affected by the immigration procedure and asylum detention, as well as those detained in the context of criminal proceedings in Hungary.

Ombudsman László Székely and his colleagues described those special challenges that the Hungarian authorities had to face because of the mass influx of aliens into the territory of Hungary, they explained the current situation, the major changes in the statutory environment, as well as the experience gained during the visits to the transit zones. At the meeting, the members of the delegation asked questions, among others, about the situation of unaccompanied minors, as well as on the experience gained by the inquiries carried out by the National Preventive Mechanism established under the Optional Protocol to the UN Convention against Torture (OPCAT).

The Commissioner explained the options that are available to him for improving the practices of providing information and legal assistance to aliens during the immigration procedure and asylum detention, for raising the standards of the health care services provided to them, as well as improving the statutory environment.
