Message of Commissioner for Fundamental Rights of Hungary on International Day of Persons with Disabilities

It is not only the legal frameworks elaborated for the enforcement of human rights principles but also, the inclusive approach of society as a whole that is necessary for unfolding and developing the skills and talents of persons with disabilities.

In 1992, the UN declared 3 December the International Day of Persons with Disabilities.
Each year, this special day is a great occasion to stop for a moment and think over the tasks that we have in ensuring as wide public participation of persons with disabilities as possible, and in protecting and enforcing their rights.

In order to ensure that persons with disabilities take part in all fields of life just like everybody else, in addition to having the appropriate legal frameworks in place, we also need a supportive and inclusive approach, as well as social responsibility. All this is not only an obligation that derives from the UN Convention on the Rights of Persons with Disabilities and the Fundamental Law of Hungary but also, our joint responsibility. As a result of the forward-looking measures that have been taken in recent years, the idea that disability is one of the forms of human existence, that persons with disabilities also contribute to building our community with their specific skills, that they enrich our culture and that equal participation is a legitimate expectation from their part, are ideas that become more and more widely accepted.

In my capacity as Commissioner for Fundamental Rights of Hungary, I am doing my best to ensure that human dignity is respected and equal opportunities are enforced in everyday practice.

On the occasion of the International Day of Persons with Disabilities, we should also mention those who work for promoting the rights of persons with disabilities, at any level whatsoever. We should thank the relatives of persons with disabilities for their sacrificial care born from selfless love, the committed efforts of the different institutions taking care of persons with disabilities, as well as the activities of the advocacy groups and other organisations working for the enforcement of the rights of persons with disabilities.

We should take joint efforts for making the world a better place for persons with disabilities as well, not only on their special day but all through the year.
