First session of the Civil Consultative Body

Commissioner for Fundamental Rights Dr. László Székely had invited the representatives of the Hungarian Medical Chamber, the Hungarian Bar Association, the Hungarian Psychiatric Association and the Hungarian Dietetic Association, as well as the representatives of the winners of a public call for application issued by the Commissioner, to the first session of the Civil Consultative Body, set up to assist the activities of the OPCAT National Preventive Mechanism, held in his Office on November 19, 2014. The Hungarian Helsinki Committee, the Mental Disability Advocacy Center, the Hungarian Civil Liberties Union, and the MENEDÉK - Hungarian Association for Migrants, as winners of the public call for application by the National Preventive Mechanism, sent their delegates to the meeting.

Besides Dr. László Székely, Dr. Elisabeth Sándor-Szalay, Deputy-Commissioner for Fundamental Rights responsible for the Rights of Nationalities living in Hungary, Dr Miklós Garamvári, Secretary General of the Office, and the staff of the OPCAT Bureau, the meeting was also attended by Ms. Anna Molnár, member of the CPT (The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment), as permanent invitee.

The OPCAT Bureau briefed the participants on the preparations for the activities as National Preventive Mechanism, to be started on January 1, 2015. It also explained, without specifying any dates and visit locations, the reasons behind drafting its 2015 Work Plan and identifying the main inspection criteria. The participants discussed the possibilities for cooperation between civil society organizations and the National Preventive Mechanism. The OPCAT Bureau requested suggestions from the organizations present for visit locations and the compilation of the list of external experts.
