null Commissioner for Fundamental Rights Takes a Stand on the Operation of Two Foster Homes

Located in Zirc and Lókút, two foster homes of the Child Protection Centre and Territorial Child Protection Service of Veszprém County implemented the measures and restrictions imposed by the Chief Medical Officer for the prevention of the pandemic, and took appropriate measures to reduce the possibility of infection. The material conditions for the placement of children were adequate in both locations, Ombudsman Dr. Ákos Kozma concluded upon his visit.

In his role as OPCAT National Preventive Mechanism (NPM), the Commissioner for Fundamental Rights, accompanied by his staff members, paid a visit to two foster homes of the Child Protection Centre and Territorial Child Protection Service of Veszprém County, located in Zirc and Lókút, where they surveyed the implementation of the measures taken for the prevention of the coronavirus pandemic. In view of the state of danger declared by Government Decree 40/2020 (11 March), the Ombudsman announced these visits in advance. During the on-site inspections, the members of the visiting delegation inspected the foster homes wearing protective equipment, and they conducted interviews with the children and the staff members staying there.

In his report on Case No. AJB-2518/2020, Dr. Ákos Kozma concluded that in reaction to the pandemic threat, the staff members of the foster homes had increased the frequency of washing and cleaning, and they had provided the conditions of isolation in case of a suspected infection.

In his report, the Commissioner for Fundamental Rights found that the conditions for the participation of children in digital education were adequate in both foster homes. The carers, along with the other staff members of the homes, provided assistance to the children in completing their schoolwork.
